The USAID-funded Somalia Partnership for Economic Growth (Partnership), implemented by Development Alternatives, Inc. (DAI).

A number of the Somali areas that enjoy relative peace and stability have established functioning governance structures and favorable business environments that have facilitated investment in sectors including livestock, import and export, telecommunications, remittances, and more. These areas are now ripe for support to private sector development, investment, and economic policy development. The USAID Partnership for Economic Growth program works with local authorities and private sector groups to improve the enabling environment for investment and generate more productive employment and incomes.

Call for Concept Papers

Development Alternatives Inc. (DAI) has been selected by the U.S. Agency for International Development (USAID) to implement the Partnership for Economic Growth program, headquartered in Hargeisa. The principal aim of the program is promoting stability through inclusive economic growth in the Somali areas by way of designing targeted interventions in leading value chains. One of the program’s activities is the Partnership Fund Business Matching Grants Program. After a successful Round One of the activity in 2012/2013, the Partnership program is happy to announce the launch of Round Two.

DAI invites local companies to email to request the full APS Request for Concept Papers along with the Concept Paper template for the USAID/Partnership for Economic Growth program (USAID Contract # AID-EEM-I-00-07-00009/AID-623-TO-11-00001).

Anticipated Type of Award:

Both small grants ($30,000 - $50,000) and large grants ($50,001 - $250,000) will be awarded to local Somaliland businesses from productive livestock and agriculture sectors of the economy (such as crop agriculture and agro-processing, livestock, dairy, poultry, energy, fisheries, gums and resins, beekeeping, etc.) that have innovative and sound business ideas to generate local employment.

Basis of Award:

Award will be made on the basis of a Concept Paper’s economic growth and development impact, technical feasibility, financial viability and cost effectiveness, analysis of market supply and demand, business management and technical experience, and amount of cost-share contribution. Small grant requests require a minimum of 50% cost share; and large grant requests require a minimum of 1 to 1 cost share from the applicant.

Example of Small Grant:

Maximum Contribution from the Partnership program: $30,000

Minimum cash or in-kind Contribution by applicant: $ 15,000

Example of Large Grant:

Maximum Contribution from the Partnership program: $75,000

Minimum cash or in-kind Contribution by applicant: $75,000

If Concept Paper is short- listed, then applicants will be expected to develop a full business proposal, with the final award of successful applicants expected around the 15th April 2014.
